    DPR urges the government to guarantee the protection of migrant workers

    HARIAN UMMAT ■ House of Representatives Commission IX member Kurniasih Mufidayati regretted the case of ABK float from Indonesia by Chinese-flagged vessels.

    He urged the Indonesian government to guarantee protection and security to ABK.

    Previously, the case of float corpses of crew members from Indonesia by Chinese-flagged ships occurred again. This time, two crew members, Daroni and Riswan, died on board Han Rong 363 and Han Rong 368. The bodies were known to have been dumped into the sea on July 29, 2020.

    There were already five crew members from Indonesia who had the same fate as Daroni and Riswan and had caused a public stir.

    "At that time it was excited that it ended with the call of the Chinese Ambassador by the Ministry of Foreign Affairs. It turns out that now it is happening again and again. This means that China takes lightly what happened to Indonesian crew members and the government lacks authority to protect the fate of Indonesian Migrant Workers (PMI)," explained Mufida in his statement at Jakarta, Thursday (6/8/2020).

    Mufida added that the incident of Indonesian crew members who received improper treatment and died must be investigated from upstream to downstream.

    He asked the Government to immediately issue a PP as a technical rule derived from Law No. 18 of 2017 concerning the Protection of Indonesian Migrant Workers (PPMI).

    Mufida also asked the government to immediately ratify ILO Convention 188 so that there is international legal capacity for the government in protecting Indonesian ABK.

    "The derivative rules in the government have not been completed, this is a serious matter not concerning the lives of the nation's children abroad. This rule does not only protect PMI who works as ABK. If there are no technical rules, in the future if there are cases of discrimination PMI we will stutter again," said Mufida.

    Then Mufida asked for one door permission. Mufida said that currently the permit to become ABK is still under the Ministry of Transportation.

    Meanwhile, there are three ministries related to this case of crew members, namely the Ministry of Transportation, the Ministry of Manpower, and the Ministry of Maritime Affairs and Fisheries.

    "The issue of permits must be one door so that there are no ministries or institutions that then wait for each other if there are problems," said Mufida.

    Mufida emphasized that enforcement of the rules will also reduce the opportunity for illegal recruitment of crew members. The illegal recruitment of ABK will actually open up a big act of discrimination against ABK from Indonesia.

    "Protection of crew members starts with clear rules and enforcement. Do not let this incident repeat itself in the same pattern. The death of the nation's children because of an act of slavery is the failure of the state to protect its citizens," concluded Mufida.
